ENCORE!® Special Education Endorsed by CASE

Council of Administrators of Special Education Endorses Spectrum K12 School Solutions’ ENCORE! Special Education Suite

TOWSON, MD — April 5, 2005 — ENCORE!® Special Education, a Web-based solution suite that streamlines the administrative complexities and challenges of delivering special education, has received the official endorsement of the Council of Administrators of Special Education (CASE), an affiliate of the Council for Exceptional Children (CEC). The endorsement will be announced at the CASE membership meeting during the CEC Annual Conference in Baltimore, April 6-9.

The ENCORE! suite, developed by Spectrum K12 School Solutions Inc. (4GL), was endorsed by CASE after an extensive review to ensure the solution meets or exceeds criteria including a strong research base to support the product, proven effectiveness, and enhancement of professional practice as advocated by CASE/CEC policies and standards.

“We are pleased to endorse this system,” said Luann Purcell, Ed.D., CASE executive director. “4GL’s ENCORE! product suite has clearly demonstrated that by using technology to manage the complicated system of paperwork and compliance regulations inherent in the special education process, teachers and administrators can recapture many productive hours every week that can be dedicated to instructional activities.”

Studies from the CEC and the Department of Education have shown that 30 to 50 percent of all special educators’ time is spent on paperwork and administrative duties. Frustration with the overwhelming burden of paperwork causes many special educators to leave the teaching profession, further contributing to the shortage of skilled, highly qualified professionals to work with special needs children. ENCORE! Special Education has demonstrably reduced the time educators spend on paperwork and administrative duties, and consequently the related costs, usually by $300 to $700 per special education student. As a result 4GL clients realize reduced staff turnover, and most important, improved student results.

Designed specifically for the K-12 education market, ENCORE! Special Education uses effective business practices and proven data and process management systems to help districts eliminate compliance issues, reduce the paperwork burden, increase efficiency and revenue recovery, improve staff morale, ensure accountability, automate Medicaid claims processing, and support successful achievement of individual education program goals — directly and positively impacting student learning.
